IPMA Award Gala dinner was a complete success once again. More than 800 people from all over the world enjoyed wonderful evening in the beautiful Finlandia Hall in Helsinki. The main goal of the gala was to present the best project in the world in the 2009. Program that was opened by inspiring string orchestra, was led by Mrs. Mary Koutintcheva, IPMA AMBo Chairman and Mr. Roberto Mori, IPMA Vice-president, who gave an extra sense of the glamour to this special event.

The projects from all over the world were assessed by experienced assessors. Only the best of them made to the this years finals. Decision for the jury was not in any case easy. However some of the projects have achieved a slightly higher level in the project management excellence.

The IPMA International PE Award Winner in the category of Mega projects, for the year 2009 is:

Beijing T3 Airport Expansion Project,
by Siemens Ltd China, Siemens Industry Sector - Mobility Division

Siemens’ Beijing Airport T3 Expansion Project (BATEP) arose from the huge passenger volume increase and expected added influx for the 2008 Olympics. The airport’s Baggage Handling System (BHS) had to be one of the world’s largest and most advanced to cope with projected growth. Siemens therefore designed a BHS with 68 kms of high-speed conveyors, plus belts and sorters, all controlled by Siemens’ complex IT system. The BHS can process 19,200 bags per hour.

The IPMA International PE Award Winner in the category of Big projects, for the year 2009 is:

Well Modernisation Program
by Petrom EP, Member of OMV Group

One of the key deliverables for Petrom’s vision 2010 included attainment of company competitive position by reduction of production costs and stable production. Petrom has more than 9000 oil producing wells. These wells had very high maintenance frequency, which resulted in very high production cost. If the mean time between two failures could improve from 25 days to 150+ days, Petrom could save over $ 130Mn per year, a reduction in production cost by $2 / BOE. This reduction in production cost was possible by investing EUR 360Mn and modernizing 5000 wells with high oil production in two years. Scope of work included engineering, procurement, field execution (using approximately 50 sub-teams) and post modernization failure analysis.

The Prize winners who also achieved a great level of project management excellence in the category of Mega projects, for the year 2009 are:

· Shiziyang Tunnel on Guangzhou-Shenzhen-Hong Kong Express Rail Link by China Railway Tunnel Group CO., Ltd, China

Shiziyang Tunnel will connect Hong Kong with mainland China with a high-speed railway (350km/h). The tunnel crosses river and sea 3 times and is a milestone in underwater tunnel construction in China. The tunnel is the first in china to be constructed in complex strata and rock formation of uneven hardness and also the first in China to use face-to face tunnel boring (a parallel tunnel section / project from Hong Kong side) and many other technical difficulties creating a very high project risk and management complexity. The goal of the project is to "build the best underwater railway tunnel in the world".

· Rizziconi Combined Cycle Power Plant by Ansaldo Energia, Italy

The Rizziconi Combined Cycle Power plant (± 800 MW) was built for the Swiss utility EGL between February 2006 and June 2008 in Southern Italy. The contract value, including a long term service agreement, is about € 500 million. Ansaldo Energia was the EPC contractor and directly executed the engineering design, the project management, the procurement, the manufacturing of rotating machinery (two gas turbines, two steam turbines and four generators), the site management and the commissioning, subcontracting the construction activities. Performance guarantees were reached successfully and power value was increased.

 

 The Prize winner in the category of Big projects, for the year 2009 is:

· Statjiord Late Life Project by Nuovo Pignone S.p.A. - General Electric Oil & Gas, Italy

Statfjord Late Life Project is a technical upgrade of compressors trains for StatoilHydro offshore platforms Statfjord B & C, located in the North Sea in front of Bergen, Norway. This upgrade will allow wells exploiting assuring platforms to work till year 2020. Critical to project success is that all the supply interfaces will meet existing ones because installation will be carried out into an existing plant.

 

At last, but not least, Finalist that has achieved a substantial level of project management excellence, in the category of Mega projects is:

· Dahej-Panvel-Dabhol-Pipeline Project by Gail India Ltd., India

Building a 585 km long gas pipeline to fuel a new power station and other consumers in the industrialised state of Maharastra, which was suffering of power crisis.

The project was a major priority of the Indian Government.

In the category of Big projects, the Finalists for year 2009 are:

· SunFilm 1 Project as a part of Applied Materials SunFab by Applied Materials Solar Business Group, US/Germany

Applied Materials, global leader in Nanomanufacturing Technology™ solutions entered the rapidly growing solar market, leveraging the company’s existing expertise in semiconductor and flat-panel display equipment and services. Applied introduced SunFab™ Solar Module Production Lines enabling customers to manufacture world class, 5.7m2, thin film silicon photovoltaic modules from glass. Applied Materials manages the portfolio of complex parallel, overlapping international production line start up projects by integrating a global network of suppliers, contractors, and customers through robust standardized project management processes united with a best in breed enterprise wide software solution.

· Romanian Payment and Intervention Agency in Agriculture (APIA) by Siveco Romania

"Starting with 2007, Romania benefits from EU funds for agriculture under the form of direct area payments. The direct payments represent the support granted by the European Union to the farmers in Romania under the conditions farmers are eligible and submit an area aid request. An essential condition the Romanian government had to fulfill in order to be able to absorb EU funds for direct payments was the creation of a system to ensure the administration and strict control of the farmers’ aid requests. This is the Integrated Administration and Control System

· Nimbus (Network-Reorganisation by Implementation of MPLSTechniques in Bavaria and Servercentralisation) by Kubus IT, Germany

Switching to new network technology and modernize the Client-Server Infrastructure, thereby accomplishing a lasting reduction in operating cost while increasing service quality were some of the main objectives of this project. Also, the project implemented thin clients throughout AOK Bayern, at first for 2800 work places, but because of success eventually within original timeframe for 7500 work places on 50.

Special Otto Zieglmeier Award was awarded to Mr. Erik Mansson for his continuous and outstanding contribution to the IPMA PE Award and IPMA as a whole.
